LOST LAKE PROPERTY OWNERS LAKE DISTRICT INFORMATION:
A committee of five Lost Lake property owners was formed by the Lost Lake Community Club Association in 2010 to study and make recommendations on the establishment of a lake district for Lost Lake. The committee report was presented at the club meeting on May 29, 2011, recommending the formation of a lake district. The committee reviewed the abilities of the various lake association structures and determined that a lake district provides the very best structure for maintaining a healthy Lost Lake. It will have the resources available to solve current and/or future problems and ward off potential issues that may affect our lake. It will involve all property owners on Lost Lake and give them a say in its future.
A motion was passed with only one negative vote to appoint a committee of not less than five lake property owners to proceed with the necessary steps to form a lake district for Lost Lake.
WHAT IS A LAKE DISTRICT?
The Lost Lake Community Club is an incorporated lake association. It has limited abilities and lake management activities, such as:
. Monitoring water quality
. Monitoring aquatic plants
. Monitoring and Managing invasive/nuisance aquatic plants
With our present lake association, contributions and voluntary dues are the only source of funds to manage any issues or projects.
A Lost Lake District can conduct the above activities and is able to:
. Apply for and receive state grants
. Operate motor safety patrols
. Enact boating regulations
. Make contracts
. Limit the liability of property owners
. Manage and control any nuisance/invasive plants like those that have been a problem in some area lakes
. Cover the cost of possible future repairs to the dam that maintains our lake level
. Fund any expense needed to maintain our lake’s quality and protect the value of lake property for present owners and generations to come
A district helps to provide fair and equitable solution for the continuing upkeep of Lost Lake, with everyone on the lake participating in the decisions and related costs.
HOW IS A LAKE DISTRICT CREATED?
If a majority of Lost Lake property owners vote yes by signing the enclosed petition/ballot, the committee will present the petition to the Vilas County Board for approval. The County Board will conduct hearings and if it approves the forming of the Lake District, it will appoint four of the five initial members of the newly formed Board of Commissioners for the district consisting of:
. Three owners of lake property within the district
. One member from the Vilas County Land Conservation Committee
. The fifth member is appointed from the St Germain Town Board
The terms of the initial three lake district property owner Commissioners expire at the first annual meeting of the district. Three Commissioners are then elected at this meeting, with staggered one, two and three year terms, respectively.
WHO CONTROLS THE ACTIVITIES OF THE LAKE DISTRICT?
The Board of Commisssioners holds an annual meeting, at which the budget is set for activities for the next year. The proposed budget is voted on by the district property owners in attendance. The Board also holds several other meetings during the summer months. The ultimate control is held by the district property owners since they control the budget!
We hope you agree that forming a Lost Lake District is in the best interest of all lake property owners for now and in the future.
